The cat, from what I can tell, basically imprints on a random character once you approach it, and it seems to favor Origin characters over custom characters. It is very possible to get 9 or so hours into the game before realizing that you wanted the cat to be with someone else. The game’s best stories involve seemingly inconsequential side characters you can. If you really want that cat to follow a specific character (and you may want to if you want a specific character to have the Summon Cat Familiar skill, which is non-transferrable and will only be given to the character that the cat follows), there is a way to do it.
